I know of no post which is better suited for a Passed Cadet than the one now under consideration; and, from what I know personally of Mr Mitchell-omnes and his knowledge of Chinese, both spoken and written, I am convinced that it would be difficult to get a better man for the office: his knowledge of the Chinese written language enabling him to deal with documents, and his English training enabling him to take a proper view of the many questions relating to personal liberty which are of daily occurrence.
